Is it really Sheng, or an incubus preying on Shelinda?

Sarin could see incubus!Sarin, so that doesn’t rule it out.
True, however Sheng was male during the fourth breaking, them disappearing shortly after (seeing as nothing about them after the event was mentioned), the incubus can only take the shape of those its victims are attracted to, so if Shelinda was plugged in before the valley curse hit Sheng, it would have been male Sheng. Also the Incubus was trapped behind the portal.
So the old “Deal with a devil” eh?
Or they used Shelinda as leverage, to keep Sheng in their control, without making her mind useless by controlling it.
Why do you assume that Sheng was cooperating because of some sort of deal?
Sheng was being controlled like the other women! The Eliminator took the form of a black cloud that issued from her mouth, so she actually had a demon directly dominating her. (She might have been tougher to control for some reason, or else the demons thought she was very important… I guess the latter. They relied on her know-how to keep Shelinda harnessed to their fell ends.)
When Elka asked “Who is that?” Sheng not only answered, but answered truthfully, giving valuable information that helped Elka figure out how to win. If Sheng was doing things for her own ends, I don’t think she would have done that. The demons focused her on her task, and left enough of her mind intact that she could answer a question like that. (If the demons had a do-over I’m pretty sure they would have clamped down on her to keep her from answering Elka’s question.)
Look at the sunny, happy expression on Sheng’s face when she says “All done! Portal’s fixed!”

How would they have? The mind-control we’ve seen so far appears to be standing orders, and Sheng had no way of identifying which intruders were allied and which were not.
Also just cause she’s not doing things to her own ends doesn’t mean that she’s being controlled directly, and complete focus on something else can cause people to respond to questions halfwittedly as to who’s asking and what’s being asked, ever say “yes” to something, while not remembering the question cause you were watching TV?
Agreeing to a hostage-taker’s demands to protect the hostage is often referred to as a “deal with the devil.” In this case, the deal is quite literal. Also, there’s the (apparently pre-programmed) phrase “Escape conditions met, releasing memory partition.” If this were an incubus controlled person, she would not be freed without a month of psychic scrubbing.
