That’s debatable. The demons are ONLY going after the doctors as a response to a direct threat. Cary has not only gone after an entire town once (Agri Village), she did so again with the Doctor’s home town, wrecking the entire ecology in the process, not caring about the consequences, LAUGHING AS SHE DID SO simply because it’s fun.
The police chief “was willing to cooperate” at the point of a super-powered magic-beyond-magic gun, and was acting as “damage control” as Blue learned much to her horror. Since Cary flat out REFUSES to stop her rampage, she needs to die.
I’m not saying the demons should be spared, far from it, but Cary is in no way “reasonable.”
Those are valid points. Honestly, I’m not entirely sure we know enough to make a certain judgment of which organization does more harm – both of them are decidedly on the Evil end of the spectrum.

Rather low chance she survived that, yes. Although her powers would give her an edge there, considering everything that fell on her is made of wood.
